Ian is an International Advisor on Evaluation and Evidence Systems and an Adjunct Professor at the Nelson Mandela School of Public Governance, University of Cape Town. He worked in the Department of Planning, Monitoring and Evaluation, South Africa, where he established and ran the National Evaluation System. He works with the Global Evaluation Initiative, CLEAR Anglophone Africa, is on the 3ie and South African M&E Association Boards, was a founder of the Twende Mbele African M&E Partnership, and is on the International Evaluation Academy Council. Recently Ian has been researching, training and consulting internationally in evidence use and evaluation systems.

Ian has worked for 44 years on issues of rural development, decentralisation, sustainable livelihoods approaches, community-driven development, and evidence-informed policy and practice, applying the disciplines of planning, evaluation, research and action-learning. He has worked in 20 countries in Africa, Europe and Latin America; with national, provincial and local government; and in the NGO and SME sectors. From 2011 to June 2018 he was the Head of Evaluation and Research in South Africa’s Department of Planning, Monitoring and Evaluation (DPME), where he led the establishment of South Africa’s national evaluation system, and in 2017 became Deputy Director General for the new Evaluation, Evidence and Knowledge Systems Branch.

In 2015 Ian was the founding Chair of the Twende Mbele African M&E Partnership, with founding partners Uganda, Benin, South Africa, CLEAR AA and African Development Bank, and has been on the Board of the International Initiative for Impact Evaluation (3ie) since 2012.

Since 2018 Ian has worked with the Centre for Learning on Evaluation and Results (CLEAR Anglophone Africa) based at the University of Witwatersrand, researching and publishing a book on evidence-based policy in Africa and advising internationally on evaluation and evidence, teaching and writing, and since 2021 with the Global Evaluation Initiative. In addition Ian is an Adjunct Professor at the Nelson Mandela School of Public Governance at the University of Cape Town, Board member of the South African M&E Association, Visiting Professor at the University of Reading in the UK, member of the International Evaluation Academy Council and Honorary Research Fellow at South Africa’s Human Sciences Research Council.
